A pair of Kansai-region underground mahjong hustlers begin storming Tokyo’s local mahjong parlors, scamming unsuspecting players with clever cheating techniques. One of their victims, Yasunaga Ban (played by pro-wrestler Takada Nobuhiko), is the owner of a mahjong parlor. Seeking revenge, he challenges them to a high-stakes match—but loses. As he's about to give up, a mysterious and feared man known only as “The Outsider” (Mukoubuchi), KAI (played by Yoshihiko Hakamada), enters the scene. Kai immediately sees through the Kansai duo's tricks and defeats them without mercy. However, a larger threat looms when a powerful figure from Kansai, Katsuta, comes to Tokyo, escalating the conflict to a new level of tension.
Saki Omura (Nonoka Ishikawa) is a college student who lives a seemingly peaceful life with her family. Still, behind her smiles, she is tormented by a sense of rejection and isolation. To crush the Kanto-based Aoi-kai aiming for national domination, Shinichi Koda (ISSA), president of Koda Construction, heads from Nagano to Tokyo. At the request of Asagiri (TJ Kayama), he helps the former Hanazono Union leader, now on the run from the Aoi-kai. Determined to live with pride, Shinichi’s resolve draws a group of unique, fearless men around him. Together, they ignite a fierce yakuza battle that marks the beginning of an epic underworld saga.

Detective Ukyo Sugishita confronts crime on the basis of his own convictions. He has a partner that works for him in the Special Task Unit. For the first 7 seasons, Ukyo’s first partner is Kaoru Kameyama. He is a good-natured, hot-tempered, straightforward and somewhat scattered detective. Beginning in Season 8, Takeru Kanbe replaces Kameyama. Contrary to his predecessor, Takeru is a lanky, cool, conceited and confident detective. From Season 11 to Season 13, Ukyo’s partner is a young detective Toru Kai. Toru is a son of Deputy Director-General of The National Police Agency. But he became a detective by his own effort. And starting with Season 14, Ukyo’s current partner is Wataru Kaburagi, an elite bureaucrat who came to the Metropolitan Police Department on temporary assignment. As the first partner without any career of a police officer, he will face challenging cases together with Ukyo.
