In 1964, as Tokyo buzzes with excitement over the upcoming Olympics, Ginzaki of the Kansai Senba Union approaches Hanamura, the leader of the “Asakusa Union Eight,” who controls the gambling dens in the Asakusa area. He proposes a joint operation for a grand gambling event.
